Mr. Mascarenhas will speak on the “Regulating State’s Sovereign Rights Under Today’s Global Challenges” panel. The panelists will address whether and how modern developments in varied areas such as terrorism, cyberattacks, and pandemic restrictions pose challenges to well-established international law principles of sovereign immunity and the rights of states to regulate access to their territories.
