Allan Marks Chairs Climate Change Panel at ABILA International Law Weekend 2024

In the lead-up to COP 29, Milbank LLP Global Project, Energy and Infrastructure Finance partner Allan Marks moderated the panel “Think Globally and Act Locally: Public and Private Sector Collaboration to Address Climate Change” at the International Law Weekend (ILW) Conference, the annual meeting of the American Branch of the International Law Association (ABILA). The conference, which brings together academics, practitioners, diplomats, business leaders, federal and state government officials, NGO leaders, journalists and students, features panels and plenary sessions on an array of public and private international law topics.

Mr. Marks’ co-panelists included Sheila R. Foster, Professor of Climate at Columbia Climate School; Dr. Carolyn Kissane, Associate Dean, Clinical Professor and Faculty Head of the Energy and Environmental Policy Concentration at the NYU-SPS Center for Global Affairs; and Kristoffer Svendsen, Assistant Dean for Energy Law at George Washington University School of Law.

They discussed how climate change mitigation requires coordination at the international, national, and sub-national levels, with laws and regulations incentivizing private action to reduce greenhouse gas (GHG) emissions. The panelists explored how most global treaties are aspirational guideposts that have failed to meaningfully reduce GHGs. Panelists also surveyed the initiatives that states, cities, businesses, and private investors are working on across borders to encourage more nimble investment in clean energy, smarter land use, more efficient transportation projects, and improved resilience.
